What can not be brought to the stadiums: from seeds to toilet paper. Passport football: how to get to the stadium Access to the stadium

How now to get to the match of the championship of Russia? Can a child come to the game unaccompanied by their parents? What is a fan card and when will it be issued? Do I need to keep a document in my pocket when you go to the game? Boris Larin, director of legal affairs, head of the RFPL's legal department, explained the innovations related to the sale of tickets by passports to a SE correspondent.

Dmitry SIMONOV
from the House of Football

RUSSIA IS NOT INVENTING THE BICYCLE

The news about the sale of tickets with passports, as expected, caused a resonance. It always happens: something new immediately meets with discontent. True, as emphasized in the Premier League, all the angry letters that come to the league are mainly the reaction of ultras, while fans who are not involved in fan groups reacted to the idea with understanding. In any case, we still have to find out the reaction of the people when the spring part of the championship starts, but the Premier League is sure that in the end the people will understand and approve the “passport theme”.

We do not reinvent the wheel, and even more so we do not infringe on the rights of fans, - explains Larin. - Sale of tickets by passports has existed for many years in the leading championships of the Old World. In particular, in England, Germany, Italy. It helps to effectively deal with hooligans. There, the system is even stricter: you can’t buy a ticket on the day of the game, you must first make an application on the club’s website - and they will decide whether to let you into the stadium or not. But we are talking about one of the most popular championships on the planet!

By the way, tickets for away matches under the auspices of UEFA are also sold only with passports, - continues Larin. - So why does no one have claims against UEFA? Because those are the rules of the game! And one more important point: they were not installed by officials from the Football House, but by clubs. The problem arose a long time ago, and now we have come to its solution. The fundamental decision was made back in November, and at the last general meeting, all clubs unanimously voted for the initiative.

Subscriptions were sold upon presentation of identity cards, and the club determined the procedure for the sale of simple tickets on its own. "You are trying to discourage people from football!" someone says. And we believe that we protect the rights ordinary fans who eschew the aggressive fan environment. Yes, it takes some getting used to. In England, at first, they were also indignant. And then they realized that it was a necessity. Last season RFPL clubs have paid fines for misbehaving fans for a total of one million euros! These are significant expenses.

TICKET - BY DRIVER'S LICENSE

In principle, Russian clubs and earlier it was possible to sell tickets on passports. But in strict order it concerned only subscriptions. With ordinary tickets, there was a choice. I remember that Anzhi sold tickets for the home games of the Europa League using passports, and Zenit demanded that they also show a St. Petersburg residence permit when they let their youth team play against CSKA. But now it is not a right, but a universal duty. And after the "modernization", paragraph 21.8 of the regulations will look like this:

"Season tickets and tickets are sold to individuals upon presentation of a fan card or identity card (passport, driver's license, identity card of a Russian serviceman) with the full name of the individual and the number of the presented document."

That means a driver's license. This is convenient: their people often carry with them than a passport.

DO NOT HAVE A PASSPORT FOR THE MATCH

A fundamental clarification: a passport or driving license will be needed only when buying tickets, but not in order to enter the stadium.

You will have to go to football with a passport only if you buy a ticket right before the game, explains Larin. - The ticket will be enough to get inside the arena. At least for now. Starting next season, an access control system will be introduced everywhere. These are turnstiles that read the barcode from the ticket and with the help of video cameras will be able to identify the fan. By the start of the next season, all RFPL participants must acquire them. Perhaps something will change with their appearance.

WHAT IS A FAN CARD

In the text of the amendment, the new phrase "fan card" is striking.

In the future, it will replace an identity card, becoming its equivalent for football, it will look like a bank card, probably with a surname, other data, a photograph, - says Larin. - However, while there are active discussions, the format is being developed. It is possible that when selling tickets, the card will promise some discounts and other advantages. It is assumed that the map will appear in the new season. But perhaps not from the first day. It is also planned to create a common base of fans, as well as the so-called black lists.

FOR LEGAL ENTITIES - TICKETS WITHOUT PASSPORTS

Legal entities purchase tickets on the basis of written applications, Larin notes. - If the club fully trusts the company that makes the order, then it has the right to sell tickets without indicating the names and other passport details of those who will go to the match. And, of course, the club must be sure that the legal entity will not engage in resale.

- Who in this case will be responsible if such a guest, for example, carried a flare and threw it at a conditional Shunin?

Personal responsibility remains. Initially - a person who submits an application from a legal entity and puts his signature on it. Then with its help you can go to the offender. As a rule, companies book tickets for fan sectors. If the club is contacted not by a partner or sponsor, but by some "Horns and Hooves", then the club, of course, will require data on each ticket.

HOW A CHILD GET TO THE MATCH

Not all football fans have passports. Is the path to the stadium now closed to the boys, who used to be able to walk without their parents to stadiums for daytime matches?

- "The club itself determines the rules for selling tickets to persons under 14 years of age unaccompanied by adults, subject to the allocation of a separate sector for persons of this category," Larin reads out the text from the amendment to the regulations. - Children should be protected from smokers, drinkers, swearers. That is, you can organize a special children's sector. If the child goes with someone from relatives or friends, then the relative buys two tickets for his last name.

FOR ONE DOCUMENT - MANY TICKETS

"The club itself determines how many tickets can be purchased for one identity card or fan card," another quote from the amendment.

If, for example, a trusted employee or a trustworthy, longtime fan contacts a club, such a person can be sold 10 or 20 tickets for one name, - an RFPL employee gives an example. - And if "Vasya Ivanov" is not known to anyone, they will give him only one ticket according to his passport. This is what happens in England, for example. Our delegation was bought 15 tickets by a person from the security service, and each had his name on it. And he was responsible for each of us.

- Will we also have the name of the person who bought it on the ticket?

On an e-ticket, yes. This is already being done. In other cases, it all depends technical capabilities at the box office. In principle, ticket forms are prepared in advance, and when sold, a seat number is applied to them. In theory, it should be possible to drive in a surname there.

WHO WILL BE PUNISHED

If an offense is committed at the stadium, the punishment will be applied primarily to the one in whose name the ticket was sold, - says the RFPL lawyer. - Even if a person did not commit the crime himself, but simply handed over the ticket to the violator, he will have difficulty buying tickets in the future. By the way, some clubs are already working in this direction. It's about one Moscow team. Several people deprived of season tickets tried to buy ordinary one-time tickets. But they were refused.

HOW TO GET TO THE GUEST MATCH

Now it will be possible to buy tickets for away sectors during away matches only through your club.

The guest club is obliged to submit either an application in writing or a refusal if it does not plan to organize fans or they themselves do not go to this city for some reason, - continues Larin's story. - But it's about the guest sectors. A conditional fan of CSKA will be able to come, for example, to Nizhny Novgorod and buy a ticket to the central stand using his passport. With regard to organized outings, we ask clubs through their websites to provide their fans with as much detail as possible about the new rules. We are ready for the fact that at first some of the fans will inevitably face problems. Due to ignorance. But with each round, the number of those who are not in the know will become smaller.

WHAT IS "GUEST MATCH WITHOUT AUDIENCE"

The most radical change will affect the punishment of clubs for hooliganism of fans during away matches.

In the disciplinary regulations (Article 19, paragraph 3) there is already a rule "away match without spectators," says Larin. - But it is not really spelled out in the current document, it cannot be applied in practice. Now we want to introduce a real opportunity to punish the club for the bad behavior of the fans on the road. "Close" guest sectors. If the fans during the next departure were guilty, on next game this club simply will not be allocated seats for their fans. This, of course, will not prevent someone from buying a ticket to the central stands. But there it is much easier to prevent possible excesses and violations.

P. S. At yesterday's meeting of the RFU Committee on Safety and Work with Fans, the RFPL's initiative to sell tickets with passports and clarify the norm for "away matches without spectators" were discussed. It was decided to support this initiative. Thus, the amendments are likely to be adopted at a meeting of the RFU executive committee at the end of February. In other words, the sale of tickets on passports will be legalized. And only in practice will we be able to see and evaluate the pros, cons and "dark spots" of the new system.

"CLUBS STOP SUSPECTING EACH OTHER"

The RFPL explained why the clubs took the initiative to hold matches of the 29th round at different times, and not at one, as previously planned.

Previously, we followed the practice that the matches of the final two rounds start on the same day and hour Moscow time, - says Boris Larin, Director of Legal Affairs, Head of the RFPL Legal Department. - Last year, for the first time, they tried to separate the matches of the penultimate round - and nothing terrible happened. There were almost no predictable results. It turns out that the meaning that was originally invested in this norm is no longer so relevant.

First, transitional games helped get rid of the so-called tournament swamp. Secondly, different kick-off times are for the benefit of television and fans who don't have to choose if they want to watch multiple games on the tour at once. Thirdly, earlier, six or seven years ago, the clubs were afraid that someone would wage an unfair fight. And now the level of trust has grown, the clubs have ceased to suspect each other.

Note that the final decision on the 29th round will be made at the RFU executive committee at the end of February.

FETISOV - FOR THE LIQUIDATION OF FAN SECTORS

Chairman of the Federation Council Subcommittee on physical culture and sports Vyacheslav Fetisov believes that special "fan sectors" in the stands of stadiums should be eliminated.

Such a step would be an effective measure to combat hooliganism among fans, - quotes the words of the famous hockey player RIA Novosti. - Organizers of matches, allocating such zones, in fact, provoke fans to conflicts and offenses.

According to him, the initiative can be formalized as an amendment to the law on fans, which the State Duma will soon consider in the first reading.
